Division Manager of the Service Centre for the Municipalities in One World project, Engagement Global GmbH - Department for Development Initiatives.
From 2007 to 2012, Dr Wilhelmy was a project manager, and from 2009 also a deputy department manager, with the focuses of migration and development at local level, municipal three-way partnerships, municipal environmental partnerships, municipal partnership conferences and studies in the Municipalities in One World service centre. In this period, SKEW was funded by InWEnt until 2010, by GIZ in 2011, and has been a part of Engagement Global since 2012. Dr Wilhelmy took over management of the SKEW department in July 2012 (initially including the branch offices of  Engagement Global and of the developmental and political Global Development program). Dr Wilhelmy has been managing SKEW as the sector manager since January 2017.
As a research associate of the Protestant Institute for Interdisciplinary Research (FEST) in Heidelberg, he was tasked with the research specialisations of municipal development cooperation, development policy, sustainable development, indicator research, local Agenda 21 and Religion and Conflict from 1997 to 2007.
As a political scientist, he wrote his PhD on the topic: “Theories and measurement concepts for analysing sustainability in international relations. The development of an indicator system using the Germany - Costa Rica example” at Johann Wolfgang Goethe University, Frankfurt am Main.
Managing international and research projects led Dr Wilhelmy to countries including Belize, Brazil, Burkina Faso, Costa Rica, Guatemala, Mexico, Nicaragua, South Africa, Tanzania, the Ukraine and the USA; and to Australia, New Zealand and Indonesia for longer trips.
